The Public Sector Training Package represent the performance standards and competency in the public sector work environment The Training Package also defines the assessment and evidence requirements to meet the specifications of the industry's national qualifications.
The standards are expressed as units of competency within a qualifications framework. Units of competency set out:

- tasks that will be performed,
- criteria for performance,
- different contexts in which the criteria will be demonstrated
- evidence that will demonstrate that the performance has met the standards
- conditions for assessment
- associated skills and knowledge
- the coverage of Employability Skills

The units of competency are clustered into qualifications which may include the core or compulsory units, the specialist units, the optional units and any units imported or recognised from other industry Training Packages.
Standards are based on demonstrated performance in real work situations and conditions and are achieved through a range of opportunities for skills development;
- structured off the job training
- workplace learning and practice
- on the job training
- coaching and mentoring
