Industry Advisory Officer visits Regional West Australia 

Industry Advisory Officer for Local Government, Andy Smith, will be visiting Karratha (Pilbara) on 15 September 2008 and Albany (Great Southern) on 16 September 2008 to meet with a number of organisations who have an interest in the Local Government Training Package and other projects being led by Government Skills Australia.
Visits to other jurisdictions are planned throughout 2008 and information will be posted on this webpage about other visits.  
 

Innovative learning and development policies within Local Government

Professional development opportunities: Assessment Validation & Survey Writing Workshops

Voc Ed Learning Group (VELG) will be running two new workshops for RTO staff to attend during October and November 2008.  Feedback from previous VELG workshops in 2008 has indicated that people were eager to learn more about assessment validation and survey writing as forms of 'Continuous Improvement' under the AQTF 2007 Essential Standards for Registration.

The latest VELG workshops have been designed to build your RTO's ability to implement Continuous Improvement practices and processes and to increase staff awareness of these two important approaches, as they apply to the AQTF 2007 Essential Standards for Registration.

The two workshops are:

Making 'Assessment Validation' a Planned, Continuous Improvement Process within your RTO; and
Develop Survey Writing Skills to Enhance your RTOs Continuous Improvement Process.

The workshop presenter is Shane Cassidy:

Shane has been directly and indirectly involved in training for the past 20 years. He has been a trainer/facilitator, a senior instructor, a qualified assessor, a training designer, a training manager of an RTO, an operations manager of an RTO, and he now uses his knowledge and skills to assist organisations in achieving their business goals. Shane holds the following qualifications: Bachelor of Training Development, Diploma in Training and Assessment Systems, Diploma of Project Management, Certificate IV in Training and Assessment, OH&S Auditor and he is currently studying a Graduate Certificate in Training Systems Design. Shane is a member of the Australian Institute of Professional Facilitators (AIPFM) and the Australian Institute of Training Development (MAITD).

Grant funding for Registered Training Organisations

DEEWR is calling for applications for funding up to $50 000 (GST exclusive) for RTOs to develop and implement 'Fast-Track Apprenticeships'.

Applicants should address:
- how proposed activities will reduce the completion time of an apprenticeship (not just off-the-job components), and still meet the high quality demands of industry, employers and apprentices;
- how they will work with industry and local employers to 'fast-track' apprenticeships; and
- how they will address skill shortages within regions as well as industry demand.

Brokerage funding for Fast-Track Apprenticeships

DEEWR is calling for applications from lead organisations to broker 'fast-track' apprenticeship models/activities to alleviate skill shortages. These models/activities should increase the number of apprenticeships completed on demonstrated competence rather than time served. 
Only lead organisations that have been operating an effective, nationally recognised fast-track model in the proposed industry for at least five years are eligible for funding. These organisations should have demonstrated broad development, promotion and implementation of this model with industry on a regional and/or national level.

Local Government Training Institute’s new facilities open in the Hunter

The Local Government Training Institute’s purpose built training complex was opened on at a ceremony on Thursday 28 August 2008, in the heart of the Hunter Region, Thornton.

An initiative fully funded by the 11 Councils of the Hunter Region, the $1.8 million facility is a further step forward in placing the Hunter at the forefront of workplace training strategies designed to meet the needs of local government, youth, regional New South Wales and the wider business sector.

Employing 12 full time staff and a broad range of contract trainers and consultants, the Local Government Training Institute’s new facilities will enable organisations from throughout Australia to address in purpose built surroundings a raft of legislative compliance requirements and emerging priorities such as skills shortages, management excellent, leadership and corporate growth.

The Local Government Training Institute is an initiative of Cessnock, Dungog, Gloucester, Great Lakes, Lake Macquarie, Maitland, Muswellbrook, Newcastle, Port Stephens, Singleton and Upper Hunter Councils.

IBSA is seeking comment from interested parties regarding the content of the draft units of competency and discussion paper for business continuity.  The draft units and the discussion paper are located on IBSA's Review and Feedback Register, which is located on the IBSA website.  Alternatively, if you click this link, it will take you directly to the site.  Feedback received, will form the development of recommendations for the new units.

Feedback Register

Government Skills Australia's Training Package feedback register enables users to view and comment on the Training Packages under GSA's mandate. To use the register GSA requires you to 'log on' on the left of the homepage.

If you have previously registered to use the GSA website, simply enter your username and password. If you have no account yet or have lost your password, please click on the relevant orange links to the left to complete the registration process.

The feedback register enables you to view and comment on endorsed Training Packages and draft units, qualifications and skills sets. Any feedback you supply will be published on the website and GSA will respond to your comment via the e-mail address you supply on registration.

Invitation to participate in consultation: Intellectual Property, including Copyright 

Innovation and Business Services Australia (IBSA) have extended an invitation to Government Skills Australia industry sectors to contribute to a national project to incorporate Intellectual Property into the national vocational education and training (VET) sector.  

Intellectual Property Australia (IPA) recognises the importance of education and training on Intellectual Property (IP) so that businesses can protect their proprietary knowledge, a key component of success in today's competitive global market.

A research report, commissioned by IPA in 2007, recommended that training in IP should be included in national vocational education and training. Precision Consultancy has been contracted to develop units of competency in relation to IP, to be incorporated into national Business Services qualifications. These units will also be able to be included in qualifications by other industry groups.

Local Government Online Community of Practice - updated!

There were a few bugs in the system last week when this page was launched, however, it is now up and accessible with one click from the main Local Government news page.  All contributions are welcome! 

The purpose of this page is to facilitate and support a "community of practice" for the LGA04 Local Government Training Package. 

This is a sharing space, and anyone with an interest in local government training is encouraged to post questions and ideas here.  The purpose is to support the implementation of the LGA04 Local Government Training Package.  Click here to visit the Community of Practice page.

LGA04 Continuous Improvement Project - update

The LGA04 Continuous Improvement Project is near completion and the project team haven taken into consideration all feedback received from the draft material circulated in March 2008.

The final Qualification framework, units of competency and Skills Sets are are now in the final editorial stage and will be available online once the process is complete.

Industry specific Australian Apprenticeship promotional material

Government Skills Australia (GSA) was awarded a contract with the Department of Education, Employment and Workplace Relations under the Industry Training Strategies Programme.

The aim of this project has been to increase industry awareness and ultimately increase the uptake of Australian Apprenticeships utilising qualifications from both the Local Government Training Package and the Public Sector Training Package.  Read more...    

Productivity Places Program - Phase 2

Request for registered training organisations to participate!

The Department of Education, Employment and Workplace Relations (DEEWR) is seeking submissions from registered training organisations wishing to participate in the second phase of the Productivity Places Program training places from 1 July 2008.

In this phase, qualifications at a broader range of levels are eligible, and RTOs are able to provide submissions for qualifications ranging from Certificate II to Diploma level.

Applications opened on 12 June 2008 and will close 31 October 2008. The training places on offer are for jobseekers only.

As part of its Skilling Australia for the future initiative the government has allocated funding for 630,000 training places over five years.

Organisations wishing to offer approved qualifications under the Productivity Places Program must be able to meet the requirements of the program and submit a Request to Participate. Submissions to offer qualifications to job seekers at Certificate II through to Diploma level can be made through the online system.

Local Government Industry Advisory Officer appointed

Andy Smith joined the Government Skills Australia Industry Advisory team on 10 June 2008 taking over the role from Joan Whelan who has left GSA to pursue a role with Construction and Property Industry Skills Council.  Andy has been involved with the local government sector, particularly in the area of emergency management and disaster recovery, and has a strong background in learning and development, together with project management.
