PSP04 Public Sector Training Package

Version 2 containing Employability Skills and new covers was endorsed on 11 April 2008. The new package has 5 volumes but does not include a volume with Imported Units.  Arrangements are currently being made to print the new version. 

During 2008, Skill Sets will be developed for the Training Package and consideration will be given to the creation of a new unit for Government Communication in Writing.  Imported units will also be reviewed for their currency.

New Qualification for Revenue Administration - endorsed April 2008 

In response to a demonstrated industry need, identified independently by the state/territory revenue administration sector of the industry, and in the spirit of continuous improvement of the Public Sector Training Package, endorsement is complete for Certificate IV in Government (Revenue Administration). The new qualification (or part thereof) will be delivered in-house in the states and territories, most likely through partnership arrangements with local registered training organisations (RTOs) with the Public Sector Training Package in their scope of delivery.

Development of Competencies and Qualifications for Rail Safety Regulators

In response to a demonstrated industry need sponsored by the National Transport Consortium, work new qualification - Diploma of Government (Rail Safety Regulation) - has been drafted and has been supported by the State Training Authorities.  It has now been through holistic quality assurance and has been submitted to the NQC for endorsement. Review of Competencies for Court Services

Following a request from the Australasian Committee for Court Education (ACCE), the Certificate IV in Government (Court Services) and the Diploma in Government (Court Services) are being reviewed. The ACCE formed a sub-committee to review and make recommendations to ensure the court competencies meet the requirements of courts nationally. There has been comment that some of the units are restrictive in their use of language, making it difficult to apply across all jurisdictions and in a number of cases, the performance criteria describe practices that are no longer relevant or appropriate. The sub-committee have circulated all jurisdictions with their recommendations and draft changes.  Draft units are available for viewing and comment on the Issues Register.  Please log onto the Feedback Register (though the menu bar on the left of this page) and under Draft units and Qualifications, select Public Sector, then select Competency Field, then Courts and all the draft units will be displayed.  Note: the draft units still have the same code as the endorsed units - the codes will be updated when they are submitted for quality assurance.

Development of Competencies and Qualifications for Radiation Safety

In response to a request from industry representatives for a national framework of competencies and qualifications, GSA has undetaken a scoping exercise to recommend a way forward. This will shortly be presented to ARPANSA.  At the same time ARPANSA is also looking at Radiation Security and GSA is liaising with their consultant.  Similarly, the Public Safety Training Package also has an interest in this area for first responders, so a coordinated approach is being developed.

This is an interesting project as it has the potential to have an impact on a wide range of industries including mining, manufacturing and health. Many health professionals already have training in place through their professional bodies and there is no intention to change their arrangements.

The Report was presented to ARPANSA on 16th July and a Working Group has been formed as a sub-committee of the Radiation Health Committee to look at the development of competencies for radiation protection.  At this stage clinical and non-ionising radiation competencies are not being considered.  A presentation on the project will be made at the ARPS Conference in Canberra on 21st September.  A formal Steering Committee will be established shortly when the scope of the project is clearer.

Review of Competencies for Procurement

At the request of the Department of Defence and the ATO consideration was given to a minor review of the procurement competencies to take account of their special needs.  Since this was announced interest has been expressed in the possibility of expanding the current procurement competencies and qualifications.  The Australian Procurement and Construction Council are also looking at the requirements for the development of a higher level vocational qualification. A meeting was held recently in Canberra and considered the work that had already been undertaken by Queensland and NSW.  A project plan is being developed. 

New Qualifications for Trade Measurement and Fair Trading

At the request of the National Measurement Institute, new qualifications will be developed for Weights and Measures Inspectors.  Since this was announced, there has been some interest in expanding the qualifications to cover all those who work in the trading standards field. A project plan is being developed which will aim to provide a pathway for new entrants to the field and promotional opportunities for careers.   Some initial work is being undertaken by Manufacturing Skills Australia towards the technical competencies. 

Qualifications for those working in Public Affairs in Government

GSA has been approached to consider developing qualifications for those working in Public Affairs.  At the moment there are some competencies at Diploma level.  As the role of Public Affairs has been expanding in the last few years there may be a need to explore this area in 2009.
